Tiny Blue Cooldown Bar

Edited image: IMPORTANT: make a clearly visible geometric change. Keep the main medieval wizard health bar 100% unchanged. Do not redraw it. The only edit is the small cooldown strip underneath. Replace the existing cooldown strip with a much shorter strip: its total width must be approximately 10% of the main health bar width, only about one tenth as long as the health bar, and visibly much shorter than before. It should be a tiny horizontal blue bar directly attached beneath the left side of the health bar, with a simple thin gold outline. Remove any old longer cooldown strip completely before adding the new tiny one. No text, no panels, no extra icons, transparent background.
